A mistake has been made which I frankly acknowledgea; in explanation, Mr. Machado's name was mentioned, not to shield
myself, but to afford the fullest information.
+
Mr. Machado has been practically the Collect-
or of light dues since their inception, to state therefore
that it is not necessary, that the Collector, when he is the
Assistant Harbour Master should have a secured person to
collect the monies for him, is to state that the Collector CA
or ought to be,in two places at once. Reference to the moor-
ings in the last Annual Report is respectfully invited,
par. 40.
In conclusion, as a practical suggestion, may
I propose, that the Board of Trade pay some small amount, for the shroffing and custody of their money, $10 a month if
that was paid to the Chinese Interpreter and Writer,he would I am sure gladly undertake the custody of the cash
payments,on account of Light dues, the debit notes being
collected as heretofore, by the Departmental shroff, part of whose uuties it is. He the Departmental Shroff, could then
continue at the Mercantile Marine Office doing Board of Tra
ue work, as a fair set off, for the portion of his work,ais- charged by the Chinese writer and Interpreter, at the Har.
bour office.
